Norway started its sovereign wealth fund in 1990 — fourteen years after Alberta, with smaller reserves and a smaller population. Today it is worth approximately $2.4 trillion. Alberta's Heritage Fund, after nearly fifty years, is worth approximately $22 billion. The difference is not geology.
